Kat Von D cancels Promotional Appearances

To avoid talking about Kat Von D break-up with Jesse James, she has been cancelling promotional appearances. She's also not heading to the editing studio to remove any of the footage showcasing their relationship on "L.A. Ink."

That includes footage like the clip that's been previewed which shows Von D excitedly revealing a tattoo she got of James' 7th grade picture for his birthday. That, and a few straight-forward comments, caused her to walk out of her "Good Day L.A." interview.

But "L.A. Ink" executive producer Gil Lopez tells People that she's not shying away from keeping all that in the show, plus more.

"Kat wants to show that this was a fairy tale and that she was truly in love," exec producer Gil Lopez told People. "Unfortunately, [the split] happened, but there have been no re-edits."

"We had access to this relationship," Lopez adds. "We stayed on [Jesse's] property. We were in Baja with them and we got it all and show that that they were truly in love."

Even more surprisingly, along with the "fairy tale" romance between Von D and famed adulterer James, the TLC show also delves into some of the couple's lows and what made the couple break-up.

"We're going to hear how that romance started," Lopez says. "We're going to hear how he proposed to her and we're going to hear how they got to the point where they are up to now."

Kim Kardashian Reveals Wedding Dress Designer

Kim Kardashian reveals her wedding dress designer- Vera Wang is designing her wedding dress. “Vera has been a close family friend for a long time and we had talked about this moment for years,” Kardashian wrote on her blog Monday.

“When it came to picking my wedding dress designer she was the first person I thought of. No one designs gowns the way she does!” The reality starlet visited the designer’s New York City boutique in early June, but kept mum on the terms of her visit.

Plenty of friends were happy to give their thoughts on her wedding look, though; Project Runway judge Michael Kors suggested keeping it “sleek, sexy and simple,” while publicist friend Jonathan Cheban told that she should go for “over the top.”

And while Kardashian once swore she couldn’t decide on a gown, it’s clear her pick was Wang — who also designed little sis Khloé’s wedding dress — all along. “I know that Vera can make my dream come true,” Kardashian wrote Monday, “and create the most perfect gown for my special day.”

Rhode Island Files For Bankruptcy

The City of Central Falls suffers from Rhode Island’s highest unemployment rate, about 15 percent, and the state’s lowest per capita income. Its under performing high school made national headlines last year when the entire faculty was fired, then rehired. A year ago, city government was taken over by a state receiver, turning local elected officials into advisers.

And now troubled Central Falls has fallen into bankruptcy. With the community battered by debt and years of financial problems, Robert Flanders Jr., the receiver in charge of city government and a former state Supreme Court justice, sought bankruptcy protection for Central Falls yesterday, plunging the city into a little-used segment of financial law reserved for government entities that have wholly failed.

“The current situation is dire,’’ said Governor Lincoln Chafee, announcing the bankruptcy filing yesterday, “and it necessitates decisive steps to put the city back on the path to solid financial footing and future prosperity.’’ The city is on pace to finish the fiscal year next June 30 with a $5.6 million deficit, on projected revenues of $16.4 million and more than $22 million in expenses, according to court filings.

The rare bankruptcy of a municipality is a black eye for the Ocean State, and the fallout could undermine confidence in government bonds in Rhode Island, which would increase the cost of borrowing money, putting a further burden on taxpayers.

“What this says to bond investors is the state is not willing to step in and prevent a bankruptcy’’ with an infusion of money, said New York bond lawyer Brian Fraser, of Richards Kibbe & Orbe. “Investors can no longer count on that backstop.’’

The city of 19,000 people has fallen on very hard times, made worse by a small commercial tax base and little industry. It was once a center for textiles, metal workers, chocolate makers, and other manufactured products, including Play-Doh, the children’s clay that was made here by Hasbro Inc. until an all-too familiar announcement of a plant closure and layoffs in the 1990s.

Today, brick mill buildings stand as reminders of a more prosperous past. The community’s best-known employers now include the Wyatt Detention Facility, which houses gangsters, illegal immigrants, and, as she awaits trial, Catherine Greig, the girlfriend of James “Whitey’’ Bulger, the Boston mobster captured in June.

Municipal bankruptcies, under what’s called Chapter 9 filings, are “extremely rare,’’ Fraser said. Orange Country, Calif., underwent a bankruptcy in the 1990s that was largely considered a success, he said. The City of Vallejo, Calif., on the other hand, filed for bankruptcy in 2008 and has not yet emerged, despite millions spent on legal fees.

Casey Anthony Ordered Back to Orlando For 1-Year Probation

Casey Anthony, who was released from the Orange County jail shortly after being found not guilty of murdering her daughter Caylee, has been ordered back to Orlando, Florida to begin 1-year supervised probation for check fraud charges.

Back in 2010, she was charged with stealing a friend’s checkbook and forging several checks. According to Judge Stan Strickland, he had assumed that Anthony had served her one-year probation while she was behind bars, but once he found out that she didn’t, the attorney’s of Anthony were told to get their client back to Orlando within 72 hours to serve the year-long probation.

Since she was released from jail on July 17th, location after location has been rumored regarding her whereabouts, but she was never ultimately actually located. One thing is for sure, though — once she returns to her home city, in the same city where her daughter’s remains were found — those curious with her location will at least be able to narrow down the state and city she is located. Her exactl location on where she will carry out her probation has not been publicly disclosed for obvious reasons, however.

However, it should be noted that Anthony’s attorney Cheney Mason is looking to have the case disqualified. He and Anthony’s other attorney’s are looking to seek an emergency motion to prevent their client from carrying out the probation because of fear of her security.

Gabrielle Giffords ReturnS to U.S. House for Debt Vote

Gabrielle Giffords returned to the U.S. House on Monday night to cast her first vote since an assassination attempt, drawing thunderous applause in a rare moment of unity during a contentious vote to raise the U.S. debt ceiling.

Republicans and Democrats alike jumped to their feet and gave a sustained ovation to Giffords, who was shot in the head at close range by a gunman during a political event in Arizona in January.

Giffords, a Democrat, returned to vote in favor of a bill to raise the U.S. debt ceiling and avoid default. The congresswoman, who has been undergoing intense rehabilitation and has kept out of the public eye, caught the chamber by surprise.

With two minutes to go in the 15-minute vote, Giffords walked in and hugged House Democratic leader Nancy Pelosi. The chamber, which has been the site of acrimonious debate and bitter partisan fighting for weeks, erupted in applause after Giffords entered then voted "yes" to the bill.

Giffords, with short dark hair that is growing out after multiple head surgeries, was mobbed by people from both parties who wanted to shake her hand and offer a hug. Several hundred spectators in the chamber for the vote joined in the applause. House Speaker John Boehner, the top Republican in Congress, said he met Giffords when she got off the elevator on her way in and said "welcome back."

After the vote, Pelosi acknowledged Giffords on the House floor and called her the "personification of courage." A radiant Giffords blew kisses and waved to Pelosi and the crowd as she stood on her own on the floor. She greeted Vice President Joe Biden, who was in the chamber for the vote.

"She has the determination and heart of a lion and she's been working so hard and she knew that it was important for her to have her voice on probably the most pivotal vote that we'll have this Congress," Representative Debbie Wasserman Schultz, a friend of Giffords, said

The shooting at a Tuscon shopping mall killed six people and left 12 others wounded. An Arizona man has been charged. Though Giffords talked energetically with colleagues and waved constantly to others, she moved gingerly and with caution. Her aides kept a close watch on her, offering a stabilizing hand to sit or support her.

The first sign that Giffords was to return was a tweet from her office: "Gabrielle has returned to Washington to support a bipartisan bill to prevent economic crisis. A few minutes later, after she cast her vote, Giffords offered up her own tweet: "The Capitol looks beautiful and I am honored to be at work tonight."
